The Problem- The U.S. President has the authority to appoint persons to fill numerous government posts, not only fill positions on his White House Staff.  These appointments become the first duty of the President after being elected. The problem will this authority is that many persons receive an appointment as a reward for their monetary contributions to their party or for their help in getting the president elected. This means that certain government posts are being filled by persons who have no public administration policy training or no previous government work experience.  How can this be good for our governemt?  Dosen't it lessen government efficiency?  Isn't this "reinventing the wheel" ?
